Board of directors

Mr. Sami Waziri


Is the President of SPA Construction and Road Building Company. He started his business in 2008 and has built SPA Construction and Road Building Company into one of the most dynamic and progressive Afghan First companies in this region. His extensive past performance boasts over 25 successful projects with both local and international clients over the last two years. He has a staff of over 30 professional engineers, project managers, procurement, administrate, estimating in offices located in Helmand, Kandahar, Kabul and is he is currently in the process of opening an office in Virginia, USA. Mr. Waziri is fluent in Pashto, Dari and English. 

Mr. Ajmal Jahani


An Afghan American, is the President of United Mission Services. After receiving his BS in Biology from George Mason University in Virginia, USA, Mr. Jahani started his own business in construction management and managed the business for over 15 years. Mr. Jahani worked for two years as a Cultural Advisor to the U.S army in the U.S and worked with the U.S army as an interpreter for three years in Afghanistan. His excellent relationships with major local government officials and tribal leaders, leaders of ministries, private businesses, contractors and suppliers throughout 80 percent of the provinces of Afghanistan is a critical factor in all of our successes.

Mr. Derek McSween


As the Operations Director and Senior Managing Partner of SPA-UMS, Mr. McSween brings over 25 years’ experience in Construction Management, Program Management and Professional Capacity Building. He spent 15 years as senior executive with Bovis Lend Lease, one of the world’s premier Construction and Program Management firms, and he has managed teams that have implemented over $2 billion of complex Construction, Logistics and Training projects and programs throughout both the United States and Afghanistan.

Mr. McSween will lead all operations and will guarantee that our clients are well informed and ensure that our staff is well trained and performs beyond all stakeholder groups’ expectations

Mr. Frank Anderson

Is a retired United States Air Force Brigadier General. He is Level III certified in Program Man-agement and Contracting. Frank Anderson is the recipient of the 2007 Distinguished Presidential Rank Award, the high-est award given by the President to federal civilian employees and he received the Defense Distinguished Civilian Ser-vice Award in 2005, the highest award given by the Secretary of Defense. General Anderson is the Ex- President of the Defense Acquisition University (DAU) located at Ft. Belvoir Virginia, where he had top leadership responsibility for a learning organization that provided an international presence and global reach. General Anderson employed innovative strategic planning construct that linked and integrated vision, strategy, people, processes and funding and re-shaped the strategic direction.
